Division of Homes and Community Renewal Commissioner RutheAnne Visnauskas wrote that this was "above the historical norm" and cited New Yorkers leaving the city during the height of the pandemic as the likely factor. Preliminary data for the 2022 cycle indicates that the surge has receded, the report says.
